1. The bidding is pre-qualified. Before purchasing the bidding documents, the bidders must submit scanned copies of the following materials. Only after passing the pre-qualification can they be invited to participate in the bidding.

2. Project introduction

This tender project is for Xinyuan Coal Mine with an annual output of 600,000 tons, with a one-year validity period for open-pit mine earthwork, coal mining, blasting and transportation of earthwork to the designated dumping site (transportation distance of 1.2km). The leveling, reclamation and greening project measures of the dumping site and other auxiliary projects are detailed in the bidding documents.

3. Requirements of bidders:

(1) Legal person qualifications: the bidder shall have the qualification of a professional contracting enterprise for earth and stone engineering at the second level or above. Possess a valid safety production license, and have corresponding capabilities in terms of personnel, equipment, and funds.

(1) The management and engineering technicians of the bidder must have certain experience in open-pit mine stripping construction site management and technical qualification certificates for relevant positions.

(2) The operators of mechanical equipment such as blasting, mining, transportation and discharge of the bidder must have corresponding operating qualification certificates recognized by the state.

(3) The construction machinery and equipment used by the bidder shall adopt large-scale mining, transportation and discharge equipment of recent years, and have corresponding qualification certificates and special equipment inspection certificates.

(4) The bidder shall be equipped with a qualified blasting construction team to assist the stripping while the open-air stripping project is carried out, and the blasting company shall be in charge of Party A.

(2) Performance data requirements: The bidder shall provide the original (copy) of the construction contract of two or more projects of the same kind in the past three years and other relevant materials that can prove the performance of the enterprise.

(3) Credit information requirements: It is not included in the list of serious illegal and untrustworthy enterprises in the "National Enterprise Credit Information Publicity System" (http://gsxt.saic.gov.cn/), and is listed on the "Credit China" website (http: // www.creditchina.gov.cn) is not included in the list of untrustworthy persons subject to enforcement.

The bidder shall attach a screenshot of the above-mentioned webpage query result in the bid document. During the bid evaluation process, the bid evaluation committee will verify the bidding unit on the above-mentioned website. If the bidder is included in the list of severely illegal and untrustworthy enterprises or the list of untrustworthy persons subject to enforcement, the bid evaluation committee will reject the bid.

(4) Financial information requirements: The bidder shall provide the financial audit report issued by a third-party audit institution for the past three years, the balance sheet and profit statement after annual inspection, and the fund operation status issued by the bank that opened the account.

(5) The bidder shall not participate in the bidding of this project if one of the following situations exists:

(1) A subsidiary organization (unit) with independent legal personality;

(2) The supervisor of this bidding project;

(3) Providing bidding agency services for the bidding project;

(4) Those who are ordered to suspend business;

(5) The bidding qualification is suspended or cancelled;

(6) The property has been taken over or frozen;

(7) In the past three years, there has been fraudulent bid winning or serious breach of contract or major project quality problems.

(8) The person in charge of the unit is the same person or different units that have a holding or management relationship, and may not participate in the bidding of this bidding project at the same time.

  4. The deadline for submission of bid documents is the bid opening time. The tendering party refuses to accept the bid documents delivered after the deadline for submission of bid documents.

  5. After being invited to participate in the bidding, if your unit is ready to participate in the bidding, please purchase the bidding documents (tender fee of 500 yuan) within three working days. "File" is sent to the email address designated by your company. The name of the unit that pays the bid bond and purchase bid fee must be the same as the name of the bidder. Bidders are not allowed to use bank cards, WeChat, etc. to transfer funds in their personal capacity. Passbooks, bank cards, checks, cash, Alipay, WeChat and other payment methods are not accepted at the bidding site. Failure to pay the bid bond and purchase bidding fee as required by the bidding documents, the bid evaluation committee will cancel its bidding qualifications. The tender fee paid will not be refunded regardless of whether your company participates in the tender or not.
